Smartphones without the pre-installed RuStore app store may cease to be sold in Russia, primarily affecting iPhones from the American company Apple. A draft law to ban the sale of such products was submitted to the State Duma this summer. If the document is adopted, it will come into force on September 1, 2025. RuStore is a domestic program that provides access to downloading applications. Its foreign counterparts are Google Play for Android and the AppStore for iPhone. As of today, RuStore is available for all devices running the Android operating system. However, Apple prohibits iPhone owners from downloading the domestic store and other applications from independent sources. This forces citizens to change smartphones to use Russian applications, including banking apps and making payments. If the initiative is adopted, Apple will be required to pre-install RuStore on its devices or provide users with the ability to download the program independently. Otherwise, iPhone sales in Russia will be restricted. It is worth noting that since 2021, a law in the Russian Federation has required manufacturers to pre-install Russian software on smartphones, tablets, and computers. The list of such applications is updated annually. If a manufacturer fails to meet this requirement, they face a fine of up to 200,000 rubles. Recently, the government revised the list of pre-installed programs, approving 40 positions, including a search engine, the Mir payment service, Gosuslugi, a voice assistant, messengers, navigators, RuStore, and other applications. The updated list will take effect in 2025.
