Russian parliamentarians plan to ban adoption in Russia for representatives of countries where gender change is allowed, reports RIA Novosti. A draft law has been submitted to the State Duma. Among its authors are the Speaker of the State Duma Vyacheslav Volodin, his deputies Pyotr Tolstoy, Irina Yarovaya, and Anna Kuznetsova.
The explanatory note states that the document will exclude any possibility of adopting Russian children by representatives of LGBT communities, whose activities are banned in Russia.
According to the authors of the document, it essentially imposes a ban on the adoption of children by citizens of NATO countries. They remind that in most of these states, gender change is enshrined in the legislative framework.
The Speaker of the lower house of the Russian parliament, Vyacheslav Volodin, explained that the new law will apply to those countries where gender change is allowed either through medical intervention or by making changes to identity documents. The Chairman of the State Duma noted that in European countries and the USA, gender change procedures are increasingly common, as the state encourages them.
As reported by Russkiy Mir, a year ago, the State Duma passed a law banning gender change. It was unanimously supported by all parliamentarians. The document prohibits surgical interventions and hormone therapy in Russia. In addition, it introduces a ban on changing gender in documents. The only exceptions to the new rules are medical indications aimed at treating congenital anomalies.
Those who have already changed their gender are prohibited from adopting children, and their marriages are recognized as invalid. Transgender individuals will not be able to be guardians or trustees.
Vyacheslav Volodin reminded that the number of gender change operations in the United States has increased fifty-fold in the last decade. The Speaker of the State Duma called this monstrous trend a path to the degeneration of the nation.
