Russia is looking to introduce a registration system for pets The Ministry of Natural Resources is preparing a bill that will allow the registration of pets. The mechanism is being developed at the instructions of the president and the government. According to the document, information about the pet will need to be transmitted to the Federal State Information System in the field of veterinary medicine. Each animal will have a card with information and a unique number will be assigned. This system will allow for faster finding of lost cats and dogs and reduce the number of stray animals. In May 2021, Vladimir Putin instructed the government to form a responsible attitude towards animals in society. Among other things, the president pointed out the need to amend legislation on the registration of pets and monitor the state of the populations of ownerless animals. Also, a responsible attitude towards animals is enshrined in the updated Constitution, the amendments to which were adopted in 2020. The registration of animals has been discussed for a long time. Currently, to obtain official status for a pet, it must be registered at a state veterinary clinic. The application can be submitted through “Gosuslugi.” This procedure is already mandatory in several regions, including Leningrad, Moscow, Murmansk regions, as well as Krasnodar and Primorsky territories. If the new bill is adopted, the unified system will operate nationwide.
