Deputies of the “A Just Russia — For Truth” party have proposed introducing a higher tax rate for Russian citizens with dual citizenship. The corresponding bill has been submitted to the State Duma. Currently, individuals with two passports pay taxes on a general basis. However, if the bill is adopted, the tax rate for such citizens may be doubled. According to the text of the document, Russian citizens will be given a six-month period to renounce their second citizenship. If they do not take advantage of this opportunity, starting from the seventh month, a higher rate will apply to their movable and immovable property, as well as personal income (NDFL). Exceptions will be made for passports from Belarus, Abkhazia, or South Ossetia. Holding second citizenship from these countries will be allowed. According to the authors of the initiative, this measure will protect Russia from aggressive pressure from unfriendly states, which has intensified after the start of the special operation in Ukraine. Additionally, it will reduce the number of terrorist threats within the country. However, experts believe that the bill is unlikely to be adopted because it contradicts Article 19 of the Constitution of the Russian Federation, which guarantees equal rights and freedoms for all citizens regardless of race, sex, nationality, etc. It should be noted that from 2025, Russia will introduce a progressive tax scale, which will also affect NDFL. Currently, citizens pay 13% of their income, and next year, the income tax rate will depend on the person’s earnings.
