At the end of last year, a scandal erupted over a video that surfaced online, showing the Zapashny brothers rehearsing a tiger act at the Great Moscow State Circus.
The well-known trainers were seen hitting tigers with sticks, throwing 20-kilogram platforms at them, dousing them with water from hoses, and shooting at them with special guns.
In response to accusations of animal cruelty, the Zapashny brothers claimed that the video showed them breaking up fighting wild animals. Had they not intervened, one of the animals would have died. They asserted that this was a rare occurrence and not systematic.
According to them, the video was a compilation of recordings over five years, capturing such exceptional cases.
Amid public outcry, the "New People" party submitted a similar bill to the State Duma. The Zapashny brothers had to participate in a roundtable and answer questions from deputies.
Ultimately, the initiative did not progress; the Federal Assembly deemed it premature to ban performances involving animals but proposed strengthening oversight of trainers.
At the end of February this year, the "New People" tried again to advance the initiative. However, the bill was later withdrawn from consideration.

To date, the petition to ban the use of animals in circuses has been signed by nearly 130,000 people.
