In Russia, a pilot project for the comprehensive rehabilitation and support of children with disabilities is ongoing.
It was launched in 2022 in the Sverdlovsk, Tyumen, and Ryazan regions, and over the next three years, another 35 regions will join the initiative.
The project aims to enhance the independence of children with disabilities in their daily lives.
Notably, an electronic certificate has been introduced to cover rehabilitation, meals, accommodation for young patients and their caregivers, as well as transportation costs to the treatment location.
The certificate’s value is regularly adjusted to reflect changes in the cost of goods and services.
Additionally, a list of standard services for children with various types of disabilities has been developed. Special attention is given to involving parents in their children’s recovery process by providing them with the necessary knowledge and skills.
As instructed by the president, the project will expand to the Moscow region, Udmurtia, and the Khanty-Mansi Autonomous Okrug in 2025. By 2026, 15 more regions will join, and another 17 in 2027. By 2030, the project will encompass the entire country.
A budget of 5.5 billion rubles has been allocated for the program’s implementation over the next three years, which will help approximately 50,000 children.
Additionally, starting March 1, 2025, a law will require organizations to provide rehabilitation services according to established standards. However, organizations needing to update their equipment will have until 2030 to comply.
