The Russian Ministry of Digital Development, Communications, and Mass Media has proposed an experiment involving the collection of biometric data (facial images and fingerprints) for foreign citizens crossing the border. The test regime will begin at 00:00 Moscow time on December 1, 2024, and will last until 23:59 Moscow time on June 30, 2026. The experiment will take place in two stages. In the first stage, foreigners entering Russia will need to submit their biometric data at several border crossing points. These include the Sheremetyevo, Vnukovo, Domodedovo, Zhukovsky airports, and the Mashtakovo road checkpoint. In the second stage, for visa-free entry, foreign citizens will be able to submit their biometric data in advance through a special application and apply for entry. This requirement will not apply to everyone. It will not affect citizens of Belarus, children under 6 years old, diplomats, consuls, etc. If the experiment is deemed successful, these rules will be implemented on a permanent basis. The ministry explained that providing biometric data for border crossing is a common practice worldwide, for example, for obtaining Schengen visas. This control will allow immediate identification at the border of foreigners who are restricted from entering Russia or those who are on federal or international wanted lists. The measure will also help prevent cases of document forgery and the use of fake IDs. Creating a digital profile for foreign citizens is part of Russia’s state migration policy for 2019–2025. In this context, in early August, a law was passed requiring biometric data for foreigners to purchase SIM cards.
