Deputies of the State Duma want to reintroduce the concepts of "incomplete" and "unfinished higher education" so that if necessary, students can re-enroll in universities and continue their education. Incomplete education is considered to be education interrupted by the student after several years of study, while unfinished education refers to expulsion from an institute or university. Both of these concepts were introduced back in the Soviet era and existed successfully until 2007. They allowed students to eventually resume their studies in a specialty and receive a full diploma. The issue of possibly reintroducing incomplete higher education was discussed as early as 2023. At that time, the State Duma stated that this would help millions of people complete their education and build more successful careers. According to research, about 40% of couriers in Russia have higher or unfinished higher education. Every sixth of them studied in economics or finance, and every tenth in information technology (IT). From 2025, Russia will transition to a new higher education system. This will replace the Bologna system adopted in 2003. This means that the concept of "bachelor's degree," implying four years of university study, will disappear from Russian universities.
